Model of the People's Assembly of Gagauzia

The “Model of the People’s Assembly of Gagauzia” project addresses a critical issue in the region: the low level of civic engagement, particularly among youth, in political and social processes. The People’s Assembly remains a largely opaque institution, with limited public information, minimal transparency, and scarce opportunities for citizens to participate in the legislative process.

This project seeks to change that by providing young people from Gagauzia with the knowledge, skills, and tools needed to understand and engage in democratic governance. Through a structured educational and experiential program, participants will learn how laws are created, debated, and enacted, and how state institutions function.

The centerpiece of the initiative is a legislative simulation, where selected youth will take on the roles of deputies, officials, and civil society representatives. They will draft, debate, and vote on legislative proposals in a realistic, role-based setting that mirrors the actual functioning of the People's Assembly. This immersive method offers participants hands-on experience in governance and decision-making.

Complementing the simulation are educational workshops, expert-led sessions, and meetings with former and current deputies, political experts, and public servants. These interactions will provide participants with a deeper understanding of the practicalities of governance and political participation in Moldova, especially in the context of Gagauzia.

The project will culminate with participants drafting 3–5 model legislative proposals. The best proposals may be presented to public authorities or used for advocacy. Additionally, top-performing participants will be offered internships in government institutions or the media sector, ensuring continuity between theoretical training and real-world civic engagement.
