MINOR+: Advisory Councils for Minorities and State

Moldova is one of the most multiethnic countries in Europe, yet the participation of minorities in public decision-making remains limited. The lack of institutionalized dialogue mechanisms weakens trust and social cohesion.

The MINOR+ project addresses this challenge by creating a multilevel system of advisory councils. These structures will operate at local, regional, and national levels, ensuring ongoing communication between the state and communities.

Ten local councils, two regional ones, and a National Advisory Council under the Agency for Interethnic Relations will be established. They will include local authorities, community leaders, teachers, young activists, and civil society representatives.

The project will also provide training, consultations, and the development of action plans for 2026–2030. This approach will make public policies more inclusive and responsive to the realities of all communities in Moldova.
